China Telecom has issued the Announcement of Successful Bid Candidates for China Telecom's New Metro WDM (2024) Centralized Procurement Project. For the DCI-BOX WDM equipment, 5 vendors won the bids, with the industry-first requirement for WDM optical-electrical decoupling, which is of great significance!
Based on the 2023 pre-qualification announcement, the procurement scale is as follows:
• Approximately 1,340 sets of optical layer equipment, 1,900 electronic racks, and 3,400 OTU (Optical Transponder Unit) boards.

• Nokia Bell Shanghai Co., Ltd. ranked first and was also a winning vendor in China Telecom's previous DCI WDM centralized procurement. (Note: This is inconsistent with the vendor ranking in Table 1; the translation retains the original information.)
• Guangdong Jiubo Technology Co., Ltd. ranked second with the lowest quotation. Raisecom Technology Development Co., Ltd. ranked third. Both are new entrants in this procurement.
• The official announcement did not release specific winning shares. However, according to media reports, the 5 winning vendors have relatively balanced shares: 30%, 25%, 20%, 15%, and 10% respectively.
Notably, this is China Telecom's second large-scale centralized procurement of DCI-BOX WDM equipment. Compared with the previous one, there are two major changes:
• A new type of board card is added, enabling more flexible service access to better adapt to metro networking needs. The configuration includes 100G + 10×10G on the client side and 200G on the line side. The client side supports seven types of service access: 100GE, OTU4, 100GE FlexE, 10GE-LAN, OTU2, STM-64, and 10GE-WAN.
• On the basis of continuing to require open interfaces, the requirement for optical-electrical decoupling is put forward, mandating that optical and electrical layer equipment from different manufacturers support mixed networking.
This is the first large-scale commercial application of WDM optical-electrical decoupling in metro networking. It will break the nearly 20-year networking model established since the advent of WDM technology and reshape the WDM network architecture!
